Aakhir Tak – In Depth
The report of the joint committee on the Waqf (Amendment) Bill, 2024, was tabled and accepted by the Rajya Sabha amid strong protests from the opposition. Opposition MPs claimed that portions of dissent notes were removed from the report. This resulted in slogans and the temporary suspension of proceedings. This Waqf Bill aims to streamline the registration of Waqf properties.
Opposition Uproar
As Rajya Sabha MP Medha Kulkarni tabled the report on the bill, opposition MPs immediately claimed that their dissent notes had been removed. The uproar continued even as Chairperson Jagdeep Dhankhar attempted to read a message from the President. Dhankhar urged Leader of Opposition Mallikarjun Kharge to pacify the protesting members, but to no avail. The debate surrounding this bill has been intense.
Opposition Allegations
Kharge stated that the opposition would not accept what he called “fake reports” that “bulldoze our views.” The Congress chief demanded that the report be sent back to the Joint Parliamentary Committee (JPC) for further review. He emphasized the importance of including dissenting opinions in such reports.
“In the JPC report, many members have their dissent report. It is not right to remove those notes and bulldoze our views. This is anti-democracy… We will never accept such fake reports. If the report does not have dissenting views, it should be sent back and presented again,” Kharge stated. Critics argue the Waqf Bill impacts minority rights.
Committee Report
The final report of the Joint Parliamentary Committee (JPC) was presented to Lok Sabha Speaker Om Birla on January 30. This came after months of deliberations. The amended revised bill was adopted by the panel on January 29. While 14 amendments proposed by NDA members were approved, changes suggested by the opposition MPs were rejected. The Waqf Bill has been a point of contention. This bill is expected to improve the management of Waqf properties.
