Union Minister Jitendra Singh has urged the Union Public Service Commission (UPSC) to cancel its recent advertisement for lateral entry into top government positions. This request comes in response to growing criticism from opposition parties and even some allies within the National Democratic Alliance (NDA). The controversy centers around the perceived lack of reservation provisions in these appointments, which many argue violates the principles of equity and social justice enshrined in the Constitution.
In a letter to UPSC Chairperson Preeti Sudan, Singh emphasized that lateral entry should align with constitutional values, particularly regarding reservations in public employment. He noted that for Prime Minister Narendra Modi, reservations are a critical aspect of social justice, aimed at correcting historical injustices and promoting inclusivity.
The advertisement in question was issued by the UPSC to recruit 45 joint secretaries, directors, and deputy secretaries, marking the largest-ever tranche of lateral entry in the Indian bureaucracy. This move has sparked political backlash, with opposition leaders like Rahul Gandhi accusing the government of undermining the rights of Dalits, OBCs, and Adivasis.
Singh’s letter has added fuel to the fire, with Congress leader Jairam Ramesh mocking the government’s approach to governance. Even NDA allies like Chirag Paswan’s Lok Janshakti Party have voiced concerns, stressing the necessity of reservation in all government appointments.
The government, however, has defended the move, citing historical precedents of lateral entry during Congress-led governments. Union Minister Ashwini Vaishnaw and Law Minister Arjun Ram Meghwal have both pointed out that lateral entry has been a part of the Indian administrative framework since the 1970s, and that the current government is merely formalizing the process.
