The recent move by the Indian government to recruit public servants through lateral entry has sparked a heated political debate, with Congress Leader Rahul Gandhi strongly criticizing the decision. Gandhi, in his post on X (formerly Twitter), termed the lateral entry recruitment process an “anti-national step,” arguing that it undermines the reservation system for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).
Gandhi accused the government of “openly snatching away” the reservation rights of these communities by allowing private sector employees to fill crucial positions in central ministries, bypassing the traditional UPSC (Union Public Service Commission) examination process. He further alleged that Prime Minister Narendra Modi is attacking the Constitution by recruiting public servants through the Rashtriya Swayamsevak Sangh (RSS) rather than the UPSC.
In response, Union Minister Ashwini Vaishnav launched a sharp retort, labeling the Congress’s stance as hypocritical. Vaishnav pointed out that the concept of lateral entry was introduced by the Congress-led UPA government in 2005. He noted that the Second Administrative Reforms Commission (ARC), chaired by Veerappa Moily, recommended the recruitment of experts to fill gaps in roles requiring specialized knowledge.
Vaishnav emphasized that the current NDA government has established a transparent and fair method for implementing this recommendation, with recruitment being conducted through the UPSC. He stated that this reform would improve governance by bringing in expertise from the private sector.
The announcement on Saturday by the UPSC invited applications for 45 positions, including 10 Joint Secretary positions and 35 Director/Deputy Secretary positions in 24 central ministries. This move, however, has been met with criticism from various opposition leaders, including Congress President Mallikarjun Kharge and RJD leader Tejashwi Yadav, who called it a ‘double attack’ on reservation and a ‘joke on the Constitution.’
This political tussle highlights the ongoing debate over the lateral entry system in India, raising questions about its impact on the reservation system and the transparency of the recruitment process.
