The Union Home Ministry has established a committee to investigate the tragic deaths of three civil services aspirants at a Delhi coaching centre. This incident, which occurred at Rau’s IAS Study Circle, highlights serious concerns about safety and accountability.
Committee’s Role and Responsibilities
The newly formed committee is tasked with a comprehensive inquiry into the flooding incident at Rau’s IAS Study Circle. This committee will be responsible for:
- Investigating the Incident: Examining the causes of the flooding and identifying lapses.
- Fixing Responsibility: Determining who is accountable for the safety breaches.
- Recommending Measures: Suggesting preventive measures to avoid future tragedies.
- Policy Changes: Proposing policy reforms for better safety regulations.
The committee is comprised of high-ranking officials, including the Additional Secretary of the Ministry of Housing and Urban Affairs, the Principal Secretary (Home) of the Delhi government, and senior members from the Delhi Police and Fire Services. They are expected to deliver their report within 30 days.
The Tragic Incident and Its Aftermath
On Saturday evening, the basement of Rau’s IAS Study Circle was inundated due to heavy rains, leading to the deaths of Shreya Yadav from Uttar Pradesh, Tanya Soni from Telangana, and Navin Dalwin from Kerala. The victims were trapped in the basement during the flood.

This tragic event has sparked outrage among students and the public. Protesters are demanding strict accountability and swift action against those responsible. Many blame the Municipal Corporation of Delhi (MCD) for failing to address safety concerns adequately.
In response to the protests, the MCD launched an anti-encroachment drive in Old Rajinder Nagar, a known coaching hub. The authorities have sealed 13 illegal coaching centres in the area to prevent similar incidents.
Additionally, five individuals, including the co-owners of the coaching centre and a car driver whose vehicle contributed to the flooding, have been arrested and are in judicial custody. The driver, Manuj Kathuria, is accused of driving through the flooded street, exacerbating the situation.
